Who needs the Oregon & Washington Boater Education Card? As of 2009, all operators of powerboats are required to carry the Boater Education Card. (In lieu of the term boating license Oregon & Washington refers to its mandatory proof of education as the Oregon or Washington Boater Education Card.)
